k first off,add noise,not to much,not to lil.
Filters means effects(i know that since its in gimp and photoshop)
Click filters,click liquid wave. almost done now.
Select the part u like then click crop
After that,filters,then the color balance.
adjust to the color u like.
After that,you play around with the rounded star tool until you get the result of my stars.
Type text.(the font i use is called ACME secret agent,the things have loads of common fonts that we use)
Put another star like mines on the other side.
Wahla your done!
