Neon Glow Paint.NET (Tut)

I was messing around in Paint .NET and found a way to make a Neon Glow but its not as good as Jasc.Please rate this tutorial tell me what to add this is my first.
Requirements
Feather Plugin
Outline Object Plugin
White Ballence Plugin
Pencil Sketch Plugin
Color Tint Plugin
Glow Plugin
This works beter with 2-D Images
Step1- Cut out the image so its over Transparency.


Step2- Make a white outline using the outline plugin with the values shown below.


Step3-Use the Pencil Sketch Plugin and fill the canvas with white using the paint can.


Step4-Go to adjustments and select Negitive

You should get something like this:


Step5-Use the Color Tint Plugin at any color you want.(except Black)
Step6-Use the White Balence tool with the same color used in step 5.


Step7- you might want to feather the image


Step 8 Add a Glow


Your Done A comes out pixely so make sure to fix up the edges


IMPORTANT:
If you rezise the result umage it turns out better.
You can use different values for the Glow Plugin (Step 8)

There is a plugin for Jasc called Neon Glow but it does this: instead I use a combination of plugins for the Jasc Version (Color Pencil,Glowing edges,Illuminate and a few other I add)

For Paint.NET on the program itself go up to and select Help then click Plugins and search the site

This is a good tutorial, thanks. But right now, I don;t have the time to search for those plugins. Maybe later.

Most of the plugins come with the program but I think Glow,Feather and Outline don't.

Do you mean "Outline Selection"? Because I have that one, and "Align Outline" and "Outline Object". I also have glow. (Just to name a couple. )
