If you use a proxy, don't use a "browser proxy" (like proxy.org, anonymouse, etc.), you need to use a proxy that you type into your browser in the proxy field. I don't know how well it works with penguin, but it supports javascript, flash, and other stuff that isn't text a lot better than "browser proxies". See this link:

Reboot your router, if that doesn't work reboot your whole computer. If that doesn't work then get a new router, if that doesn't work then use a different comp or buy a new one.
