can club penguin make a clothe catalog for non-members so they can buy some clothes for them and make it limited like each seson there is one style

If you get a penguin with a code at a toys store, I believe that you can type in that code and get some items from the catalog without being a member.

Otherwise, no.

Cause they try to get more money out of us. So they make us by memberships.

Plus... they make you want to keep your membership longer because whenever you cancel your membership... all your clothes get taken away.
